Leading Through Change: Samantha Hurley Steps into MD Role at APSCo UK

We’re excited to share that Samantha Hurley has been promoted to UK Managing Director. This appointment comes as part of our ongoing international growth, with Global CEO Ann Swain continuing to lead collaborative efforts across APSCo and APSCo OutSource in APAC, Europe, and the Americas. 

 

In her new role, Sam will be working closely with the UK team – immediately focusing on employment legislation lobbying and supporting our members through the upcoming labour market reform period. We caught up with Sam to learn more about her journey and what’s ahead in this new chapter. 

 

What excites you most about stepping into the role of MD for APSCo UK? 

I am passionate about APSCo, our achievements, and the support we provide to our members. Having dedicated my entire professional career to this sector, I truly believe in the work our members do and the value we bring. I am fortunate to work with an incredible team, helping outstanding businesses access the support and resources they need to thrive. 

What are your top priorities for APSCo UK in the coming months? 

We all started the year expecting another challenging 12 months, but encouragingly we are starting to see promising green shoots both in terms of our data and the conversations we’re having with members. For APSCo UK, our focus for 2025 is to protect and support our members and the professional staffing market in what will be a period of complex legal changes, not just via our lobbying team, but also through legal support and guidance from our internal experts and Trusted Partners.

 

Our members have growth ambitions that we will continue to support, and that includes helping firms improve productivity and efficiency. With the growth of AI and particularly automation, now really is the time for staffing companies to set the foundations for the best possible growth in a more stable environment. I’m looking forward to working closely with our members and Trusted Partners to support their business success as we navigate this time of change. 

How will your previous experience as Operations Director shape your approach as MD? 

As Operations Director, I was responsible for a significant portion of service delivery and played a key role in developing many of the services we provide to our members. With nearly 15 years of experience at APSCo, I have a deep understanding of our mission and the needs of our members. This experience, combined with the opportunity to work alongside an incredible management team and Ann, has shaped my approach as MD, ensuring that delivering the best and most valuable services, and support to our members remains the top priority. 

What new initiatives or improvements can members expect under your leadership? 

This year, we are looking to introduce a Maturity Index, which will be a complimentary tool for members to assess their current position and identify key areas for change and growth. Additionally, we will enhance access to valuable content on critical topics such as AI, leadership skills, and navigating complex legislation, ensuring our members stay informed and equipped for success. 

What are the biggest challenges currently facing UK recruitment businesses, and how will APSCo help address them? 

One of the biggest challenges is the evolving legislative landscape, with the Employment Rights Bill (ERB) bringing some of the most significant changes to employment law in years. Additionally, the Labour government’s push to reduce labour market flexibility could impact our members and the UK’s global competitiveness. 

 

Economic and global uncertainty is another key concern. While projects and hiring will continue, many end clients remain cautious about the future, leading to hesitancy in decision-making. 

 

Despite these challenges, the recruitment sector is incredibly resilient. It’s encouraging to hear from our members that positive signs are emerging, with end clients beginning to regain confidence. APSCo will continue to provide guidance, advocacy, and support to help businesses navigate these complexities. 

What would you like APSCo members to know about you and your leadership style? 

I am deeply committed to the success of the recruitment sector and to ensuring APSCo remains honest, transparent, and commercially focused - reflecting the sector we serve. I favour a collaborative approach, and APSCo UK will continue to work closely with its members, representative committee, chairs, and other engaged stakeholders to deliver the services and support the sector needs. We also plan to embrace technological advancements to enhance and improve the member experience. 

How will your collaboration with the global APSCo team benefit UK members? 

APSCo is unique as a global trade body, offering international services that support UK members in expanding their reach. Our global team plays a key role in delivering these initiatives. Having worked closely with the APSCo global team for five years on the Global Representative Committee, I am committed to strengthening these connections. What message do you have for APSCo UK members as you take on this role? 

This is a fantastic sector that provides an incredibly valuable service to UK PLC. While the year ahead presents challenges and it’s going to be tough – we can do it. If you’ve got a well-run business, skilled staff and leadership, you understand your business data and your market then there’s every chance your business will thrive in 2025.
