With information now emerging, this session will explore how these developments are already influencing compliance behaviours, market dynamics, and contractor engagement models.
This session will explore whether we are seeing a shift away from umbrella company models back towards PSCs (inside or outside IR35), and what this could mean for our members. What are the options available in light of these changes? How do they stack up in terms of risk, reward, and commercial viability? Devon-Lee is a Senior Associate in the Employment Law Department at JMW.
She is experienced in advising employers on employment contracts and HR policies, the employment aspects of mergers and acquisitions, grievance and disciplinary proceedings and other day-to-day HR queries. Her contentious experience encompasses advising on employment tribunal claims ranging in complexity including discrimination and whistleblowing claims.
Devon-Lee is qualified as both a Solicitor of England and Wales and as an Attorney of the High Courts of South Africa. She enjoys presenting training sessions to clients on a number of topics including legislation/case law updates and equality and diversity and endeavours to do so in an easy-to-understand, clear manner without complicated legalese.

Crawford Temple is the CEO and founder of Professional Passport which was established in 2007 as the UK’s largest independent assessor of payment intermediary compliance. Its mission is to create a more level playing field across the sector and provide a positive differentiation for those providers operating in line with those standards. Today, Professional Passport is widely recognised as the benchmark of provider compliance with many in the supply chain today insisting on using Professional Passport accredited providers. As an expert and veteran of the industry, Crawford wrote the first book on operational compliance for umbrella providers and in 2021 he wrote The Good, The Bad and The Ugly which highlighted the challenges facing the umbrella market. Crawford is a prolific industry commentator and works closely with many key Government departments on all matters relating to supply chain compliance to support and promote the sector and drive-up standards.

Dan Haslam is Giant Group’s Chief Business Development Officer, where his key focus is helping clients manage their contingent workers compliantly and cost effectively, using the whole range of Giant’s services and products.
Dan has over 15 years’ experience in the industry so understands first-hand the challenges businesses face when it comes to changing legislation and the constant flux of risk and legislation that impacts the contingent worker market.
