PM Andy Burnham’s budget on 28^th October will set the path of his premiership to the next election. Representations can be made to HMT through their portal until 9^th September.

APSCo and OutSource will be submitting on behalf of members. We need member input to finalise our submission.

Recommendations will consider:

Planned devolution including share of income tax to mayoralties.

PM hands mayors share of income tax to make lives better in every postcode - GOV.UK

What do recruiters need to see from this change? Business rates reductions? Greater focus on training and use of growth and skills levy with tax reliefs or holidays to incentivise businesses to train?

Better coordination between local authorities, businesses and recruiters to meet local targets?

Reducing business costs in particular NICs: should the NICs increase be reversed, should there be NICs relief or NICs holidays?

Reducing the regulatory burden. Choosing not to bring zero hours reforms for agency workers into force? Other regulatory cuts?

Fair Work Agency Holiday Pay Enforcement Consultation:

The FWA is planning to introduce civil penalties for failure to pay holiday pay, which could be up to 200% of the arrears owed to each worker. With the scale of recruiter payrolls and the complexity of some contractors’ working hours the risk of accidental underpayment is real, so APSCo and OutSource want to ensure your views are represented.
