Samantha Hurley
Samantha Hurley

APSCo, Managing Director

Sam has 25+ years’ experience in the UK professional recruitment sector, in legal, operations and senior management roles.

She started working with APSCo UK in 2010, setting up their member legal helpdesk, and then their public affairs offering. Sam lobbied Government on behalf of APSCo members on the Agency Workers Regulations, IR35, Off-Payroll Rules, and all the other spin-offs that HMRC came up with between 2010 and 2020. Sam sat on HMRC’s IR35 Forum from its inception, and co-chaired the Forum with HMRC from 2018 to 2020. Sam is now the operations director of APSCo UK, and she sits on the APSCo Global Representative Committee. Her remit is the development of APSCo’s presence and reputation within the UK. She ensures innovation, development and improved delivery of existing and new members services, including legal and compliance resources and guidance, market research, world class recruitment training, and events. She is also responsible for the continuing improvement and development of the operational running of the UK business.

Prior to joining APSCo permanently in 2013 Sam owned and ran a legal services company providing compliance and legal services to mainly SMEs in the UK recruitment sector. She started her career as a consultant in an IT recruitment business, progressing through to management roles.
