DBT Consultation - Modernising the Agency Work Regulatory Framework

The Department for Business and Trade is seeking views on proposals to improve the framework which governs the temporary labour market. This includes:

• The Employment Agencies Act 1973,
• The Conduct of Employment Agencies and Employment Businesses Regulations 2003,
• The Agency Workers Regulations 2010

The consultation is open until 1 May 2026.
