HMRC Employer Bulletin – October 2025

HMRC has released the October 2025 Employer Bulletin, outlining key updates for employers and payroll practitioners.

 

Highlights include:

  • PAYE electronic payments for November must clear by 21 November 2025, as the deadline falls on a weekend.
  • Updated guidance on RTI easements for employers paying staff early in December.
  • New Guidelines for Compliance on Freeports (GfC14).
  • Spotlight 71 warning agency workers and contractors about risks of being moved between umbrella companies.
  • Detailed guidance on National Insurance contributions for internationally mobile employees and making amendments.
  • Extended registration time for Tax-Free Childcare for employees starting new jobs or returning from parental leave (effective 15 September 2025).

CCS Guidance: Tackling Modern Slavery and Ensuring SME Compliance

 

The Crown Commercial Service (CCS) has issued guidance for SME suppliers on meeting the government’s modern slavery obligations under the Procurement Act 2023 and PPN 009.

 

The guidance highlights that:

  • Contracting authorities must identify and manage modern slavery risks throughout the procurement lifecycle.
  • Bidders with modern slavery offences in the past five years may face exclusion unless remedial action is shown.
  • Companies with UK turnover over £36m must publish annual Modern Slavery Act statements approved by their boards.
  • Procurement teams must ensure compliance with section 12(4) of the Act by removing barriers to SME participation.
  • High and medium-risk suppliers may need to complete the Modern Slavery Assessment Tool, with CCS monitoring and requiring mitigation plans where necessary.

APSCo Update - Updated ID checking guidelines for Standard/Enhanced DBS Checks

 

The DBS updated its guidance on ID checking guidelines, providing clearer information as to what type of documents are considered acceptable proofs when applying for a Standard or Enhanced DBS check.

 

The guidance clarifies that the face-to-face route is the DBS preferred position and that only original documents can be accepted.

 

APSCo has drafted a Legal Update to assist members in understanding their obligations.

CMA - Guidance on Competition Law in the workplace

The Competition and Markets Authority (CMA) published a guide setting out what organisations need to consider from a competition law perspective when recruiting workers and setting pay and other working conditions.

The guidance covers the following three main types of anti-competitive behaviour in labour markets:

  • No-poaching agreements,
  • Wage-fixing, and
  • Exchanging competitively sensitive information.
