Responding to Legislative and Regulatory Change

The technical consultation on the proposed UK umbrella regulations closes on the 15th September, and we hoping for sight of the final legislation before the year end. However, we’re not expecting the final version to change significantly from the current draft.

It’s essential that all staffing businesses understand the implications of working with umbrella companies under the reforms from April 2026. Therefore we are holding the following meeting in three UK locations and virtually so you are operationally ready and understand the risks.

Chris Bryce is Chief Executive of Freelancers & Contractors Services Association. Chris joined FCSA in January 2022 with an accomplished record of delivering excellence, growth, cultural change, and influence across a range of complex businesses and non-profits. His overall aim is to ensure all parties in the supply chain – especially workers served by FCSA members – can expect the highest levels of compliance, transparency, and reliability and to raise standards of compliance across the industry.

Chris began his career in sales, becoming Sales Director of a business logistics company and then moving on to become its General Manager. He then stepped into the world of contracting and consultancy at several financial institutions, delivering multiple global-scale change programmes as a consultant Programme Director. Chris has also acted as President of The European Forum of Independent Professionals (EFIP), a collaboration of national associations from across Europe which represents independent professionals at EU level through targeted research and advocacy.

Kareena Prescott is the Founder and Principal Lawyer at C2E Law and has been advising the recruitment sector on employment law and tax since 2001. She spent eight years at DWF LLP, one of the UK’s top 20 law firms, where she developed deep expertise in advising umbrella companies and employment businesses.

Widely recognised for her ability to distil complex legislation into clear, commercially focused guidance, Kareena supports agencies with compliance, contractual frameworks, due diligence, risk management, and HMRC inquiries. Her work spans the full spectrum of workforce engagement models, from PAYE and umbrella arrangements to off-payroll and contractor compliance.

In an evolving legal landscape, Kareena’s practical insight helps staffing firms stay ahead of regulatory change. Her advice equips agencies to adapt with confidence while safeguarding their commercial interests.
