2026 has asked more of recruitment leaders than almost any year before it. The Employment Rights Act, umbrella reform and the rapid rise of AI have reshaped how firms operate, while a cautious market has kept pressure on margins and growth.
Throughout it all, our focus has been simple: give members the practical support, insight and representation to stay compliant, competitive and ready for what comes next. As we look ahead to a year of renewed opportunity, it's worth reflecting on the expertise, insight and support that helped members navigate 2026 and position themselves for growth in 2027.
This is the APSCo Difference, built on four strengths: Opportunity, Transformation, Protection and Community.
Opportunity: growth at home and abroad
Membership is designed to pay for itself, and for many members it does several times over.
- Trusted Partner Discount Programme: almost 50 offers from 100+ Trusted Partners and Advisors, saving up to 50% on recruitment services and technology, not available anywhere else.
- Advanced Media Helpdesk: average savings of up to 18% on media spend, plus 20 minutes of free expert advice on your job board strategy.
- Market intelligence: 20 market reports this year with economic, regional and sectoral data, plus our quarterly economic updates.
- Strength of APSCo Global’s footprint: We remain the only UK recruitment trade body with an international footprint across Australia, Southeast Asia, Germany and, very shortly, Switzerland.
- Dedicated International services: a full suite of support for international growth including International Forums, six-monthly US Board Briefings, International Helpdesks and specialist Global Trusted Partners.
- Practical events and webinars: like the Growth Activator Workshop in November featuring highly practical sessions full of ideas and tools to activate growth in your business.
Transformation: helping you thrive in an AI era
AI is changing the role of the recruiter faster than any technology before it. In 2026 we set out to make sure members, whatever their size, can turn that change into a competitive advantage.
We started the year with our most extensive research to date into AI and the role of the recruiter, downloaded more than 1,100 times. We then launched the Business Transformation Zone, with practical AI education videos, leadership playbooks, AI-focused legal advice and templates, and a readiness assessment with a personalised report. It has already had more than 1,700 views.
A record-breaking webinar
Our Running Your Recruitment Business with Claude webinar became our most attended webinar ever, with 193 attendees. It explored how recruitment leaders can put AI to work across their business.
Strikingly, 120 of the 193 attendees (62%) came from small businesses. For SME leaders wearing several hats at once, practical AI isn't a nice-to-have; it's one of the biggest productivity levers available.
Coming in January: the 2027 update
AI is moving at such a pace that what was cutting-edge in the summer is already being overtaken. That's why, in January, we'll run an updated version of the webinar 'Running a recruitment business on Claude’ with Chris South of ROi-AI, where Chris shares the exact setup behind his own firm, showing how to build smarter workflows, standardise outputs, and apply AI across everything from proposals and bids to HR, leadership and forecasting. Members will be first to hear when bookings open.
"Reed has been a member of APSCo now for many years, and we value deeply the relationship and expertise we get from APSCo... It's also been vital in helping the recruitment sector navigate significant compliance, policy and government legislation and represents recruiters so well." – Gavin Beart, Director, Reed
Protection: confidence through legal and regulatory change
With more employment law reform in a single year than the sector has seen in a generation, members have leaned on our Legal Services like never before.
- 2,000+ queries answered by the Legal Helpdesk this year, an estimated saving almost £400,000 in professional costs for members.
- Employment Rights Act Hub: timelines, guidance and practical next steps on every stage of the reforms.
- Umbrella reform support: a Model Agreement for Umbrella Companies with key JSL protection clauses, plus an Umbrella Supplier compliance questionnaire.
- Weekly Legal Updates, a fortnightly Political & Legislative Monitor plus quarterly Legal & Compliance board briefings to keep leadership teams informed.
- Model documents, contracts and compliance guidance that, on their own, often cover the cost of membership.
We've also been your voice in Westminster attending multiple roundtables and one to ones with officials and politicians. This year we held member meetings, including one with the Department for Business & Trade, to shape our responses to an unprecedented number of government consultations; including on the Agency Worker Regulations/Conduct Regulations, Umbrella reforms, Guaranteed Hours, AI Automated Decision Making and Fire and Rehire. We're continuing to engage with politicians, civil servants and other trade bodies on the guaranteed hours proposals and other changes - all set to take effect in 2027.
APSCo’s relationships with external bodies were also vital for our Clinical & Healthcare and Education sector members this year and included:
- Timely Education Framework updates and dedicated webinars in conjunction with the GCA
- New Supplemental Education Member Directory designed to help education sector recruitment firms identify and connect with other APSCo members interested in exploring opportunities to work together in supplying under the GCA Supply Teachers Framework
- Regular meetings with HMRC’s policy team on VAT liability on the supply of Locum Doctors
Community: learning from the people shaping our sector
No one understands the pressures on a recruitment business like other recruitment leaders. This year we refreshed our events and forums around the issues members told us matter most, with peer discussion and expert facilitation so you leave with a clear plan, not just ideas.
-
80+ events and 2,500+ attendees this year, from Legal & Compliance Forums to Business Forums and International Forums.
-
New SME Leadership Forums: a trusted space created exclusively for small and medium-sized member business leaders to share challenges and strengthen their support network.
-
Talent development: 250+ delegates trained this year, with 25% off all training for members, including our new Change for Transformation course (100% delegate recommended) and the Summer Boost Series for experienced consultants.
This community is also felt through our sector support – where our specialist knowledge and stakeholder relationships become key to ensuring we can provide members with timely business-critical advice and guidance. A new report partnering with CV-Library launched this year, drilling down into Engineering and Technology so far.
We understand the most valuable learning often comes from shared experiences. Which is why we created the APSCo Talent Community. By becoming part of it you'll join a network of professionals committed to supporting each other's success and driving excellence across the recruitment sector. Together, we can create stronger connections, develop future talent and build a more innovative and resilient recruitment sector. Learn more and join.
"As an industry we're being constantly buffeted by changes and challenges of all types – our APSCo membership provides us with the tools, advice and network to be able to handle whatever comes next." – Barnaby Parker, Chief Executive, Venquis
Looking ahead to 2027
As the market moves from resilience to growth, we're expanding our programme of growth-focused workshops and support to help members capitalise on new opportunities. Meanwhile, further Employment Rights Act implementation, evolving umbrella regulation and the next wave of AI will continue to shape the year ahead, and we'll be with you every step of the way.

More ways to stay ahead
- Legal & Compliance Board Briefings every quarter, giving leadership teams a concise view of the legal and policy landscape.
- Legal & Compliance Forum (February/March 2027), where APSCo's experts and guests will take you through latest updates and answer your questions.
- The fortnightly Political & Legislative Monitor, tracking every development in Westminster so you don't have to.
- Regular updates from Legal guidance to the new SME Gateway linking smaller members straight to the legal support they need.
For SME members in particular, 2027 brings more dedicated support: the SME Leadership Forums, the new SME Gateway with resources specifically for SME members, and January's updated AI webinar with Chris South.
With more than 130 new members joining us this year, the APSCo community is stronger than ever. Renewing your membership means continued access to the expertise, protection, community and opportunities that help you lead, not just respond.
